
City of Norfolk, Hwy. 227 and 81 Streetscape
Clark & Enersen was selected by the City of Norfolk to plan and design streetscape enhancements for the Hwy 81 and Hwy 275 corridor. The initial design process consisted of analyzing each corridor and organizing them into distinct sections based on the amount of right-of-way available, paved surfaces vs. green space, and existing land use.
From this analysis, seven key areas were further studied to incorporate design elements including sculptures, banners, lighting elements, seating, specialty pavement, planters, and landscaping. To create a unique and memorable sense of place and unify both corridors, key concepts tied to the history of Norfolk were used as thematic design elements, including native landscape; railroad, highway, and river transportation; and the steel and agricultural industries.
Through an extensive stakeholder engagement process, we determined that Norfolk community members had a strong preference for highlighting aspects of native landscape as a key design element as well as using artwork and sculptures to create gateway elements. Other requested community-requested amenities include a link to Cowboy Trail and pathway network to connect to downtown, both with smaller specialty signage and crosswalks; enhanced signage and wayfinding throughout, including welcome signage; easily maintainable street trees and native grasses; railroad crosswalks to improve pedestrian and cyclist safety; bike racks; lighting elements; and seating.
